Minutes:

An apology for absence was received from Councillor Sir Ron Watson.

 

19.

Declarations of Interest

Members are requested at a meeting where a disclosable pecuniary interest or personal interest arises, which is not already included in their Register of Members' Interests, todeclare any interests that relate to an item on the agenda.

 

Where a Member discloses a Disclosable Pecuniary Interest, he/she must withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest, except where he/she is permitted to remain as a result of a grant of a dispensation.

 

Where a Member discloses a personal interest he/she must seek advice from the Monitoring Officer or staff member representing the Monitoring Officer to determine whether the Member should withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest or whether the Member can remain in the meeting or remain in the meeting and vote on the relevant decision.

That the Minutes of the meeting held on 15 February 2019, be confirmed as a correct record.

 

21.

Exclusion of Press and Public

To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 1 & 2 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

Recruitment to the Post of Chief Executive

Report of the Chief Personnel Officer / Chief Executive

Minutes:

Further to Minute No. 17 of 15 February 2019, the Committee considered the joint report of the Chief Executive and the Chief Personnel Officer that updated on the recruitment process to date for the completion of the appointment of a new Chief Executive for Sefton Council and seeking approval of the shortlist of candidates for the post.

 

The Chief Executive and Chief Personnel Office detailed the process to date.  The Committee approved the shortlist and requested that the advertising be extended for a short period and a revised timetable to considered.

 

RESOLVED: That

 

(1)

 

the recommended shortlist of candidates as detailed in the report be approved for progression to the full selection process, following the preliminary longlisting for technical interview carried out by the Chief Executive and Chief Personnel Officer, in consultation with the Chair, be approved;

 

(2)

the advertisement period for the post be extended;

 

(3)

the job description and person specification for the post as set out at Annex 4 to the report be noted;

 

(4)

it be noted that the approved salary for the post is £144,154 - £158,175 (2% pay rise pending), subject to market supplement in accordance with the Council’s Pay Policy and subject to formal approval by Full Council;

 

(5)

it be noted that a copy of the job advertisement, attached as Annex 1 to the report, has been placed suitably and via social media outlets; and also via the Council’s job advertisement process; and

 

(6)

the Chief Executive and the Chief Personnel Officer be granted authority in consultation with the Leader of the Council to approve a revised recruitment timetable and process as set out at Annex 5 to the report be noted.
