The REECH Project - Interim Changes

Purpose:

To update the Cabinet Member - Regeneration and Tourism on the REECH Project and to agree changes to facilitate the delivery of the project.

Decision:

That the decisions made by the REECH Steering Group and in particular those made at its meeting on 16th March 2012, as detailed below be endorsed:-

  1. Note the withdrawal of Wirral Partnership Homes and agree to redistribute their unspent ERDF allocation evenly by £172,000 each to Sefton Liverpool, Knowsley and St Helens to be used to support existing projects or new projects;
  2. Note the withdrawal of Riverside Housing Association (Sefton scheme);
  3. Note the changes to the schemes being delivered by One Vision Housing, as outlined in paragraph 3.1.3 in Annex A attached to the report;
  4. Agree to the inclusion of additional premises and changes in delivery location to Nunsford Close, Litherland and the allocation of additional £3,500 funding to Plus Dane Bootle Solar Scheme;
  5. Agree to the proposed amendments to Plus Dane Scheme resulting in reduced number of premises from 25 to 19, and subsequent reduction in funding allocation by £10,500;
  6. Agree to changes in premises addresses within the Plus Dane Castlefield scheme to Caesars Close/Centurion Way;
  7. Agree to the inclusion of Crosby Housing Association (Sefton Scheme) as an additional named delivery partner and an ERDF funding allocation of £304,184.50 for Scheme 1 and £283,420.50 for Scheme 2;
  8. Note the withdrawal of Liverpool Housing Trust from REECH for its Belvidere Road scheme;
  9. Note the withdrawal of Good Neighbour Community Enterprise scheme for Corn Street/Yates Street, and agree to the substitution of another Housing Co-Op as a REECH delivery partner and the relocation of Good Neighbour Community’s original ERDF allocation to the new Housing Co-Op delivery partner;
  10. Agree to the inclusion of additional premises and energy saving measures for the Helena Partnership’s scheme;
  11. Agree to new premises being included in Liverpool Mutual Homes Scheme;
  12. Agree to the inclusion of Liverpool John Moores University as an additional named REECH delivery partner for undertaking Behavioural Change Study and an ERDF allocation of £15,000;
  13. Agree to changes to the REECH Lower Supper Output Areas (LSOA’s) to include lowest 20% of deprived communities;
  14. Note the withdrawal of One Vision Housing as a delivery partner for its current schemes, and the availability of its £1,423,267 ERDF allocation;
  15. Agree that in light of 14 above, and subject to the REECH Steering Group’s agreement, the £1,423,267 ERDF grant be reallocated to other delivery partners within Merseyside; and
  16. Note the discussions currently taking place between Sefton Officers and Department of Communities and Local Government for additional ERDF ask for Halton.
