Applications to be Inspected by the Visiting Panel on 25 June, 2012 Report of the Head of Planning Services Minutes: The Committee considered the report of the Head of Planning Services, which advised that the undermentioned sites had been inspected by the Visiting Panel on 25 June, 2012.

Application No.S/2011/1362 - 33 St Andrews Road, Crosby Minutes: The Committee considered the report of the Head of Planning Services, which recommended that the above application for the part retention part erection of a two storey dwellinghouse with accomodation in the roof space together with a juliette balcony to the first floor at the rear and a boundary wall and access gates to a maximum height of 2.1m to the front (Alternative to S/2008/0701, approved 24/10/2008) be granted subject to the condistions and for the reasons stated or referred to within the report.
Prior to consideration of the application, the Committee heard representations from Mr.Kay against the proposed development and a response from Ms.Wright, the applicant’s agent, in support of the proposed development.
Councillor Papworth, as Ward Councillor, made representations on behalf of objectors against the proposed development.

That the recommendation be approved and the application granted subject to the conditions and for the reasons stated or referred to in the report. |

Application No.S/2012/0550 - Land to the East of Damfield Lane, Maghull Minutes: The Committee considered the report of the Head of Planning Services, which recommended that the above application for an Extra Care Development comprising a four storey 90 bedroom extra care housing facility with basement parking, a two storey 44 bedroom dementia / respite facility, 15 independent living lodges, landscaping, parking, access and enhancement of existing greenspace (alternative to S/2011/1368 refused 15 March 2012) be granted subject to the condistions and for the reasons stated or referred to within the report.
Prior to consideration of the application, the Committee heard representations from Ms.Hughes against the proposed development and a response from Mr.Nutter, the applicant’s agent, in support of the proposed development.
Councillor Kermode, at the Chair’s discretion, spoke on behalf of objectors against the application.
Councillors Gatherer, McKinley and Hubbard, as Ward Councillors, spoke on behalf of objectors against the application.

Minutes: The Committee considered the report of the Head of Planning Services, which recommended that the above application for the construction of 110 residential units comprising: 99 two / two-and-a-half storey houses for sale, 1 block containing 8 special care apartments, 2 wheelchair access bungalows and 1 five bedroom supported living house, including the layout of roadways, external works, landscaping, improvements to access and landscape of adjacent urban greenspace and the provision of additional hospital staff car parking be granted subject to the condistions and for the reasons stated or referred to within the report.

Minutes: The Committee considered the report of the Head of Planning Services, which recommended that the above application for the construction of a control kiosk with raised concrete plinth, pressure relief column, (6 metres in height), areas of hardstanding and access track with turning area, in association with underground detention tank be granted subject to the conditions and for the reasons stated or referred to within the report.

Application No.S/2012/0333 - The Netherton Hotel Church Road, Litherland Minutes: The Committee considered the report of the Head of Planning Services, which recommended that the above application for the installation of play equipment to the rear of the public house to a maximum height of 3.3m be granted subject to the conditions and for the reasons stated or referred to within the report.
Councillor Hardy, as Ward Councillor, made representations on behalf of objectors against the proposed development.

Application No.S/2012/0196 - Units 6A - 9 Racecourse Retail Park, Aintree Minutes: The Committee considered the report of the Head of Planning Services, which recommended that the above application for the reconfiguration of Units 6 and 6A including the installation of mezzanine floorspace, erection of two new units adjoining Unit 6A for Use Class A1 and/or A3 purposes, extension to the rear of Unit 8 and installation of a mezzanine floor within and alterations to the car park to improve circulation be granted subject to the conditions and for the reasons stated or referred to within the report.
RESOLVED:
That consideration of the item be deferred to enable the site to be inspected by the Visiting Panel.

Application No.S/2012/0195 - Units 6a - 9 Racecourse Retail Park, Aintree Minutes: The Committee considered the report of the Head of Planning Services, which recommended that the above application for the variation of Conditions 1, 2 and 3 pursuant to planning application S/1995/0670 approved 03/11/1995 - to replace all three conditions with one new condition to read, " Units 6A - 9, shown on plans 1151-PO6 and PO7 shall be used for the retailing of DIY and/or garden goods, furniture, carpets and floor coverings, camping, boating and caravanning goods, motor and cycle goods and electrical goods and for no other purposes (including any other purpose in Class A1 of the Schedule to the Town and Country Planning (Use Classes) Order 1987). In addition to these permitted uses, Unit 6 may also be used for the sale of art and craft products, Unit 7 may also be used for the retailing of household textiles and Unit 9 may also be used for the sale of pets, pet food, pet supplies and pet care products", be granted subject to the conditions and for the reasons stated or referred to within the report.
