Minutes:

The Committee considered the report of the Chief Planning Officer that recommended that the above application for change of use from 91 flats (Use Class C3) to a 90 unit extra care facility (Use Class C2) including the erection of two single storey extensions to the ground floor and the erection of two further floors (taking the total from 16 to 18), an external lift shaft to all floors, recladding of the tower, replacement of balconies with windows, extended roof cladding feature, alterations to external amenity spaces including landscaping, parking, boundary treatments and new access be approved for the reasons stated or referred to in the report.

 

Prior to consideration of the application, the Committee received representation from Councillor Fairclough, as Ward Councillor, on behalf of objectors of the proposed development and a response from the applicant’s agent, Mr.Armstrong.

 

RESOLVED:

 

That the recommendation be approved and the formal approval be delegated to the Chief Planning Officer subject to a unilateral undertaking requiring a commitment from the developer to use best endeavours to secure a Residents Parking Permit (RPP) scheme for the reasons stated or referred to within the report and Late Representations.

Prior to consideration of the application, the Committee received a petition from Mr.Price,  on behalf of objectors to the proposed development and a response from the applicant’s agent, Mr.Diaz.

That the recommendation be approved and the application be granted subject to conditions and for the reasons stated or referred to within the report.

Minutes:

The Committee considered the report of the Chief Planning Officer that recommended that the above application for Change of use of the ground floor only from a betting shop (Sui Generis) to an (A4) bar and (A3) restaurant be approved for the reasons stated or referred to in the report.

 

Prior to consideration of the application, the Committee received a petition from Councillor Cummins on behalf of petitioners opposed to the proposed development and a response from the applicant’s agent, Mr.Keegan.

 

RESOLVED:

 

That the recommendation be not approved and the application be refused for the reasons:

 

(1)       By introducing an A4 use to a double fronted unit in this part of South Road the proposal would undermine the overall retail function of Waterloo District Centre and would result in an unacceptable cluster of non-retail uses into the Primary Shopping Area and Primary Retail Frontage, contrary to Policy ED2 (4a&c) of the Sefton Local Plan; and

(2)       The proposed development would give rise to increased noise and disturbance close to neighbouring residential properties and as a result would create significant harm to the living conditions of these properties, contrary to Policy EQ4(2c) of the Local Plan.
