Minutes:

The Committee considered the report of the Chief Planning Officer that recommended that the above application for the erection of a detached dwellinghouse with associated access and landscaping be approved for the reasons stated or referred to in the report.

 

Prior to consideration of the application, the Committee received petitions from Ms.L.Lupton and Commander Loughran on behalf of objectors of the proposed development and a response from the applicant, Mr.J.Maher.

 

RESOLVED:

 

That the recommendation be approved subject to the conditions and for the reasons stated or referred to within the report and subject to the following additional condition: “The Construction Traffic Management Plan to include how spoil will be disposed of, vehicle movements, types of movements, parking of contractors’ vehicles.”

The Committee considered the report of the Chief Planning Officer that recommended that the above application for the change of use of the ground floor from retail (A1) to a Bar (A4) be approved subject to the conditions and for the reasons stated or referred to in the report.

 

Prior to consideration of the application, the Committee received a petition from Ms.M.Garner on behalf of objectors of the proposed development and a response from the applicant, Ms.S.Weymouth.

 

RESOLVED:

 

That the recommendation be deferred to explore if security measures proposed by the Police Architectural Liaison Officer can be incorporated in a condition, legal agreement or unilateral undertaking.

The Committee considered the report of the Chief Planning Officer that recommended that the above application for outline planning permission for the erection of up to 11 woodland lodges with all matters reserved be approved subject to the conditions and for the reasons stated or referred to in the report.

 

Prior to consideration of the item the Committee received a petition from Mrs.Y.Irving of Formby Civic Society, and Cllr.Irving, as Ward Councillor, on behalf of objectors to the proposed development and a response from Ms.O.Carr, the applicant’s agent.

 

RESOLVED:

That consideration of the item be deferred to enable the Committee to obtain further information on the woodland, the need for the lodges, and the potential economic benefits the lodges will bring to the Borough.

The Committee considered the report of the Chief Planning Officer that recommended that the above application for the change of use and subdivision of ground floor from former Gymnasium (D2) to a Restaurant/Cafe (A3) and retail (A1) and part of the ground, first and second floors from 4 self-contained apartments to 7 self-contained apartments. Alterations to the external elevations and creation of a first floor enclosed roof terrace to the rear. (Alternative to DC/2019/00049 refused 28/03/2019) be approved subject to the conditions and for the reasons stated or referred to in the report.

 

Prior to consideration of the application, the Committee received a petition from the applicant, Mr.Edwards, in support of the proposed development.

 

RESOLVED:

 

That the recommendation be not approved and the application be refused for the reasons:

 

1)    The proposed development would fail to provide an adequate level of outdoor amenity space for future occupiers, falling significantly short of the Council's standards. It is considered that the standard of living as a result would be unacceptable; therefore the proposal conflicts with Local Plan policies SD2 and HC4, Supplementary Planning Document 'Flats and Houses in Multiple Occupation' and the requirements of the National Planning Policy Framework.

 

The proposed terrace given its height and positioning would give rise to an unacceptable level of noise and disturbance to neighbouring residents, in particular first floor habitable rooms. The proposal therefore conflicts with Local Plan policies HC4 and EQ4, Supplementary Planning Document 'Flats and Houses in Multiple Occupation' and the requirements of the National Planning Policy Framework.
