Appointment of Chair

To appoint a Chair for this and subsequent meetings relating to this post.

RESOLVED:

 

That Councillor Moncur, Cabinet Member for Health and Wellbeing, be appointed Chair for this meeting and any subsequent meetings of the Employment Procedure Committee, in relation to the posts of Head of Health and Wellbeing/Director of Public Health; Consultant in Public Health (Health Care) and Consultant in Public Health (Wider Determinants).

Apologies for Absence

Minutes:

An apology for absence was received from Councillor Pugh.

 

3.

Declarations of Interest

Members are requested at a meeting where a disclosable pecuniary interest or personal interest arises, which is not already included in their Register of Members' Interests, todeclare any interests that relate to an item on the agenda.

 

Where a Member discloses a Disclosable Pecuniary Interest, he/she must withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest, except where he/she is permitted to remain as a result of a grant of a dispensation.

 

Where a Member discloses a personal interest he/she must seek advice from the Monitoring Officer or staff member representing the Monitoring Officer to determine whether the Member should withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest or whether the Member can remain in the meeting or remain in the meeting and vote on the relevant decision.

4.

Exclusion of Press and Public

To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Paragraphs1 and 2 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

Recruitment to Head of Health and Wellbeing / Director of Public Health

The Committee considered the report of the Chief Personnel Officer which advised on the recruitment process for the post of Head of Health and Wellbeing / Director of Public Health, and provided a list of three candidates who met the technical requirements of the post.

 

RESOLVED: That

 

(1)

one candidate for the post of Head of Health and Wellbeing/Director of Public Health, be approved for progression to the formal interview stage;

 

(2)

it be noted that a copy of the job advertisement, attached as Annex 1 to the report, had been placed in the Municipal Journal Jobs on-line, NHS Jobs, the Guardian on-line, Local Government Jobs on-line, and Jobsgopublic, along with appropriate social media, such as the Council’s twitter feed, Facebook and linkedin;

 

(3)

the job description and person specifications for the post as set out in Annex 3 and the recruitment timetable at Annex 4 to the report, be noted; and

 

(4)

it be noted that the salary for the post of Head of Health and Wellbeing/Director of Public Health is £83,580, graded at Senior Management Hay 3 and there is provision for a market supplement, as dictated within the Council’s pay policy.

 

6.

Recruitment of Consultant in Public Health (Health Care) and Consultant in Public Health (Wider Determinants)

The Committee considered the report of the Chief Personnel Officer which advised on the recruitment process for two Consultant in Public Health posts, namely:

 

·         Consultant in Public Health (Health Care); and

·         Consultant in Public Health (Wider Determinants);

 

and provided a list of 4 candidates who met the technical requirements for the roles.

 

RESOLVED: That

 

(1)

two candidates be approved for progression to the formal interview stage for the posts of Consultant in Public Health;

 

(2)

it be noted that the salary for the each of the Consultant in Public Health posts is £73,620 per annum, graded at Senior Management Hay 4; and

 

(3)

a copy of the job advertisement, attached as Annex 1, the job description and person specifications for the post as set out in Annex 3 and the recruitment timetable at Annex 4 to the report, be noted.
