Declarations of Interest

Members are requested at a meeting where a disclosable pecuniary interest or personal interest arises, which is not already included in their Register of Members' Interests, todeclare any interests that relate to an item on the agenda.

 

Where a Member discloses a Disclosable Pecuniary Interest, he/she must withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest, except where he/she is permitted to remain as a result of a grant of a dispensation.

 

Where a Member discloses a personal interest he/she must seek advice from the Monitoring Officer or staff member representing the Monitoring Officer to determine whether the Member should withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest or whether the Member can remain in the meeting or remain in the meeting and vote on the relevant decision.

That the Minutes of the meeting held on 4 December 2018 be confirmed as a correct record.

Exclusion of Press and Public

To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph1 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

RESOLVED:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they would involve the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A to the Act. Interviews for the Post of Head of Health and Wellbeing & Director of Public Health

The Committee will interview candidates for the post of Head of Health and Wellbeing & Director of Public Health.

 

Copies of the interview timetable, the job description / person specification, the candidate application forms and details of the proposed interview questions will be distributed by the Chief Personnel Officer prior to the meeting.

 

Please note that any appointment to the post will be subject to the consideration of any material or well-founded objection to the appointment by Members of the Cabinet.

 

Minutes:

The Committee interviewed one candidate for the post of Head of Health and Wellbeing and Director of Public Health.

 

RESOLVED: That

 

(1)

a candidate be appointed to the post of Head of Health and Wellbeing and Director of Public Health, at a salary of £83,580 per annum (Senior Management Hay Grade 3 and any market supplement deemed necessary under the Council’s Pay policy in consultation with the Chair); subject to references and any necessary checks along with any conditions deemed necessary by the Chief Personnel Officer;

 

(2)

the offer of appointment in (1) above, be subject to the Chief Personnel Officer notifying the Cabinet of the recommendation and ascertaining whether any Cabinet Member has a material or well-founded objection to the appointment; and

(3)

In accordance with the required process, the Chief Executive and representatives from the Faculty of Public Health, Public Health England and a representative from South Sefton and Formby Clinical Commissioning Groups (for the NHS), participated in the process and confirmed the appointability of the candidate.

 

12.

Interviews for the Position of Consultant in Public Health - 2 Posts

The Committee will interview candidates for the position of Consultant in Public Health (2 posts).

 

Copies of the interview timetable, the job description / person specification, the candidate application forms and details of the proposed interview questions will be distributed by the Chief Personnel Officer prior to the meeting.

 

Please note that any appointment to the post will be subject to the consideration of any material or well-founded objection to the appointment by Members of the Cabinet.

 

Minutes:

The Committee interviewed two candidates for two Consultant in Public Health posts, namely:

 

·         Consultant in Public Health (Health Care); and

·         Consultant in Public Health (Wider Determinants)

 

RESOLVED: That

 

(1)

a candidate be appointed to the post of Consultant in Public Health (Health Care), at a salary of £73,620 per annum (Senior Management Hay Grade 4 and any market supplement deemed necessary under the Council’s Pay Policy in consultation with the Chair), subject to references and any necessary checks, along with any conditions deemed necessary by the Chief Personnel Officer;

 

(2)

a candidate be appointed to the post of Consultant in Public Health (Wider Determinants), at a salary of £73,620 per annum (Senior Management Hay Grade 4 and any market supplement deemed necessary under the Council’s Pay Policy in consultation with the Chair), subject to references and any necessary checks, along with any conditions deemed necessary by the Chief Personnel Officer;

 

(3)

the offers of appointments in (1) and (2) above, be subject to the Chief Personnel Officer notifying the Cabinet of the recommendation and ascertaining whether any Cabinet Member has a material or well-founded objection to the appointment; and

(4)

In accordance with the required process a representative from the faculty of Public Health confirmed the appointability of each candidate.  Also in attendance was the Interim Director of Public Health and a Consultant in Public Health.
