Minutes:

No apologies for absence were received.

Declarations of Interest

Members are requested at a meeting where a disclosable pecuniary interest or personal interest arises, which is not already included in their Register of Members' Interests, todeclare any interests that relate to an item on the agenda.

 

Where a Member discloses a Disclosable Pecuniary Interest, he/she must withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest, except where he/she is permitted to remain as a result of a grant of a dispensation.

 

Where a Member discloses a personal interest he/she must seek advice from the Monitoring Officer or staff member representing the Monitoring Officer to determine whether the Member should withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest or whether the Member can remain in the meeting or remain in the meeting and vote on the relevant decision.

Minutes of the Meeting held on 20 March 2019

Minutes:

A Member indicated that he had submitted apologies for absence for the meeting held on 20 March 2019, but had requested that issues he had raised at the previous meeting on 15 February 2019, which had not been reflected in the minutes of that meeting, be formally recorded in the minutes of 20 March 2019. However, the Minutes of 20 March 2019 made no reference to this. The concerns related to two matters – namely, that the only one print newspaper had been selected for the advertisement and that he disagreed with order of priorities for one aspect of the job description for the post.

 

RESOLVED: That

 

(1)

the issues raised by a Member in relation to the meetings held on 15 February 2019 and 20 March 2019 be noted; and

 

(2)

subject to (1) above, the meeting held on 20 March 2019, be confirmed as a correct record.

 

 

26.

Exclusion of Press and Public

To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

Recruitment to the Post of Chief Executive

Report of the Chief Personnel Officer / Chief Executive

Minutes:

Further to Minute No. 22 of 20 March 2019, the Committee considered the joint report of the Chief Executive and the Chief Personnel Officer that updated on the recruitment process following the re-advertisement of the Chief Executive Officer post, seeking approval for the shortlist of candidates that had been selected through the  process and advising Members of the process for completion of the appointment of a new Chief Executive Officer for Sefton Council.

 

RESOLVED: That

 

(1)

 

the recommended shortlist of candidates as detailed in the report be approved for progression to the full selection process, which was in addition to those candidates agreed for shortlist at the meeting on 20 March 2019;

 

(2)

it be noted that Technical Interviews had been carried out by the Chief Executive and Chief Personnel Officer in consultation with the Chair;

 

 

(3)

the job description and person specification for the post as set out at Annex 5 to the report be noted;

 

(4)

it be noted that the approved salary for the post now equates to £147,037 to £161,747 per annum after the 2% pay rise, (subject to and in accordance the Council’s Pay Policy). An offer will be subject to confirmation as required by Full Council;

 

(5)

it be noted that the job advertisement, attached as Annex 1 to the report, had been re-advertised and placed in the Guardian on-line and via social media outlets; and also via the Council’s job advertisement process; and

 

(6)

the revised recruitment timetable and process as set out at Annex 6 to the report be noted.
