Minutes:

The Committee considered the report of the Chief Planning Officer that recommended that the above application for the construction of 99 dwellings comprising a mix of houses and apartments together with the construction of access road and the laying out of open space (to include the installation of an attenuation pond) be granted subject to the conditions and for the reasons stated or referred to in the report.

 

Prior to consideration of the application, the Committee received two petitions from Messrs Williams and Muchall on behalf of objectors against the proposed development and a response by Mr.Booker on behalf of the applicant.

 

Councillor Jamieson, as Ward Councillor, spoke in objection to the application.

 

RESOLVED:

 

That the recommendation be approved and the application be granted with conditions and for the reasons stated or referred to in the report and in Late Representations and subject to:

 

1.     Network Rail, Merseyrail Electrics, the developer and the Local Planning Authority agreeing an appropriate safety scheme for the Hoggs Hill Lane level crossing.  Such scheme to include  details of overall cost, how this cost will be met and a timetable for the implementation of the scheme;

 

2.     the implementation of an appropriate S.106 agreement; and

 

3.     any future application to vary the S.106 agreement to be referred back to Planning Committee for a decision to be made.

Minutes:

The Committee considered the report of the Chief Planning Officer that recommended that the above application for  Outline Planning Permission for redevelopment of former industrial land for mixed use development purposes comprising: demolition of all existing buildings; construction of 2,323 sq.m. Class A1 retail development; erection of 119 family dwellings, 100 space car park, servicing space and rationalisation of existing vehicular accesses onto Hawthorne Road to create two vehicular access points and a pedestrian access, new link road from Barnton Close together with site wide landscaping and enhancement of the canal frontage area be delegated  to the Chief Planning Officer to determine and approve with Conditions, subject to the signing of a section 106 agreement and any further conditions considered necessary following the receipt of further information relating to air quality, flooding and ecology and  subject to the conditions and for the reasons stated or referred to in the report.

 

Prior to consideration of the application, the Committee received a petition from Mr.Chatt on behalf of objectors against the proposed development and a response by Mr.Williams on behalf of the applicant.

 

RESOLVED:

 

That the recommendation be approved and the application be delegated to the Chief Planning Officer to determine to secure revised access arrangement, including consultation with residents, plus issues relating to air quality, drainage and ecology.
