Purpose:

This report seeks consideration to approve the award of discretionary rate relief to a non-profit making organisation under the provisions of section 47 of the Local Government Finance Act 1988 (as amended by section 69 of the Localism Act 2011).

That the application from Elevate EBP Ltd for 80% discretionary rate relief for the financial year 2022-2023 amounting to £7,784.40 be approved.

 

 

Reasons for the Decision(s):

 

Elevate EBP Ltd is a not-for-profit organisation which has been established since 1998. It is one of the few remaining Education Business Partnerships in England and is indeed the only one which still exists in the county of Merseyside.

 

Elevate EBP provides a valuable service to the residents of Sefton by working with businesses, schools, colleges and training providers to provide a range of employability services and opportunities to young people. Its main purpose is to improve the employability of young people by supporting schools and colleges in their delivery of careers guidance, work-related learning and enterprise education. This is facilitated through numerous activities including work experience, application form and curriculum vitae workshops, practice interviews, business and enterprise activities, opportunities to meet real employers, higher education tasters, careers fairs, first aid courses, student training, and financial literacy training.

 

Since the withdrawal of central government funding in 2010, Elevate EBP Ltd has made regular losses and have had to source funding from elsewhere to support its programmes and activities. A discretionary rate relief award for 2022-2023 will go some way to securing the long-term viability of the organisation.

 

Under rate retention, 99% of discretionary top up rate relief must borne by the Council and 1% by the Fire Authority.

 

Alternative Options Considered and Rejected: (including any Risk Implications)

 

Elevate EBP Ltd has applied for 80% discretionary rate relief to reduce the business rates liability at Offices 2-3, Sefton House, Bridle Road, Bootle, L20 4XR for the period 1 April 2022 to 31 March 2023.
