Purpose:

To seek approval for the introduction or removal of Disabled Parking Places at various locations in the Borough.

 

Decision:

Cabinet Member Approval is given for:

 

(1)            the implementation of a Traffic Regulation Order, the effect of which will introduce a disabled person’s parking place on the south side of Harrowby Road, Seaforth, centrally located outside 5 Harrowby Road;

 

(2)            the implementation of a Traffic Regulation Order, the effect of which will introduce a disabled person’s parking place on the east side of Holly Grove, Seaforth, centrally located outside 19 Holly Grove;

 

(3)            the implementation of a Traffic Regulation Order, the effect of which will introduce a disabled person’s parking place on the north east side of Glendower Road, Waterloo, centrally located outside  12 Glendower Road;

 

(4)            the implementation of a Traffic Regulation Order, the effect of which will introduce a disabled person’s parking place on the north east side of Hornby Boulevard, Litherland, centrally located outside 63A Hornby Boulevard;

 

(5)            the implementation of a Traffic Regulation Order, the effect of which will introduce a disabled person’s parking places on the north west side of Sidney Road, Bootle, centrally located outside 11 Sidney Road, 19 Sidney Road and 79 Sidney Road;

 

(6)            the implementation of a Traffic Regulation Order, the effect of which will be to remove a disabled person’s parking place outside 3 Belgrave Road, Seaforth;

 

(7)            the implementation of a Traffic Regulation Order, the effect of which will be to remove a disabled person’s parking place outside 27 Brookfield Avenue, Crosby;

 

(8)            the implementation of a Traffic Regulation Order, the effect of which will be to remove a disabled person’s parking place outside 10 Morningside, Crosby;

 

(9)            the implementation of a Traffic Regulation Order, the effect of which will be to remove a disabled person’s parking place outside 152 Bedford Road, Bootle;

 

(10)         the necessary legal procedures to be progressed, including those of public consultation and advertising the Council’s intention to implement the Order; and

 

(11)    in the event that no objections are received during the consultation process referred to in (10) above, the Chief Legal & Democratic Officer be authorised to make the Order and the Highway Management Manager be authorised to implement the Order; and in the event that objections are received during the consultation process, the matter be referred to Licensing & Regulatory Committee for consideration in accordance with the Council’s Constitution.

 

 

Reason for the Decision:

 

The Council has the power to revoke a Traffic Regulation Order (Part IV of Schedule 9 to the Road Traffic Regulation Act 1984) as well as the power to make a new Traffic Regulation Order (Section 1 of that Act). Authorisation to advertise new Traffic Regulation Orders falls under the remit of Cabinet Member Locality Services.
