Purpose:

This report seeks consideration to award discretionary rate relief to a non-profit making organisation under the provisions of section 47 of the Local Government Finance Act 1988 (as amended by section 69 of the Localism Act 2011).

That the application from Elevate EBP Ltd for 80% discretionary rate relief for the financial year 2021-2022 amounting to £7,784.40 be approved.

 

Reasons for the Decision(s):

 

Elevate EBP Ltdis providing a valuable service to the residents of Sefton by working with businesses, schools, colleges, and training providers to provide a range of employability services and opportunities. Their aim is to support schools and colleges in  their delivery of careers guidance work related learning and enterprise education. They facilitate this through numerous activities including work experience, application form/CV workshops, practice interviews, business and enterprise activities, ‘Meet the Professionals’, higher education tasters, careers fairs, first aid courses, student training, and financial literacy activities.

 

Under rate retention, 99% of discretionary rate relief must borne by the Council

and 1% by the Fire Authority.

 

A discretionary rate relief award for 2021-2022 will go some way to securing the long-term viability of the organisation.

 

Alternative Options Considered and Rejected: (including any Risk Implications)

 

The ratepayer has applied for 80% discretionary rate relief to reduce their rate liability at Offices 2-3, Ground Floor, Sefton House, Bridle Road, Bootle, L30 4XR.The discretionary rate relief application can be refused or a different percentage of relief  granted, as shown in the table below: -
