Purpose:

To seek approval for the progression of a Traffic Regulation Order, the effect of which will relocate existing Disabled Parking Places in Birkdale Village.

 

Decision:

Decision(s):

 

(1)  the implementation of a Traffic Regulation Order be approved, the effect of which will revoke the existing Disabled Parking Places on the north-east side of Liverpool Road, Birkdale, from a point 10 metres south of the southerly kerb line of Abbey Gardens to a point 22 metres south of the southerly kerb line of Abbey Gardens;

(2)  the implementation of a Traffic Regulation Order be approved, the effect of which will revoke the ‘Limited Waiting’ bay on the north-east side of Liverpool Road, from a point 20 metres south-east of the south-easterly kerb line of Alma Road to a point 10 metres south of the southerly kerb line of Abbey Gardens;

(3)  the implementation of a Traffic Regulation Order be approved, the effect of which will revoke the ‘Limited Waiting’ bay on the north-east side of Liverpool Road, from a point 22 metres south of the southerly kerb line of Abbey Gardens to a point 21 metres north-west of the north-westerly kerb line of Bolton Road;

(4)  the implementation of a Traffic Regulation Order be approved, the effect of which will introduce Disabled Parking Places on the north-east side of Liverpool Road, from a point 34.2 metres north-west of the north-west kerbline of Bolton Road to a point 21 metres north-west of the north-west kerbline of Bolton Road;

(5)  the implementation of a Traffic Regulation Order be approved, the effect of which will introduce a ‘Limited Waiting’ bay on the north-east side of Liverpool Road (Mon -Sat 9am – 6.30pm, maximum duration of stay – 2 Hours in any 3 Hours), from a point 20 metres south-east of the south-easterly kerb line of Alma Road to a point 34.2 metres north-west of the north-west kerbline of Bolton Road;

(6)  the necessary legal procedures, including those of public consultation and advertising the Council’s intention to implement the Order, be approved;

(7)  in the event that no objections are received during the consultation process referred to in (6) above, the Chief Legal & Democratic Officer be authorised to make the Order and the Highway Management Manager be authorised to implement the Order; and in the event that objections are received during the consultation process, the matter be referred to Licensing & Regulatory Committee for consideration in accordance with the Council’s Constitution.

 

Reasons for the Decision(s):

 

The Council has the power to revoke a Traffic Regulation Order (Part IV of Schedule 9 to the Road Traffic Regulation Act 1984) as well as the power to make a new Traffic Regulation Order (Section 1 of that Act). Authorisation to advertise new Traffic Regulation Orders falls under the remit of Cabinet Member Locality Services.
