A previous report to Licensing and Regulatory Committee, in September 2022, set out the Traffic Regulation Orders (TROs) necessary to support the delivery of the Les Transformation de Southport Phase 1 scheme in Southport. Cabinet Member is now requested to approve the implementation, subject to consultation and other legal procedures, of revised TRO’s to support proposed modifications to the scheme which have arisen from recent engagement.
Decision(s): That
(1) the implementation of the Traffic Regulation Orders, detailed in paragraph 1.15. 1,16 and 1.17 be approved,
(2) the necessary legal procedures, including those of public consultation and advertising the Council’s intention to implement the Orders, be approved; and
(3) in the event that no objections are received during the consultation process referred to in (2) above, the Head of Regulation & Compliance be authorised to make the Order and the Highway Management Manager be authorised to implement the Order; and in the event that objections are received during the consultation process, the matter be referred to the Licensing & Regulatory Committee for consideration in accordance with the Council’s Constitution.
Reason(s) for the Decision(s):
In order to enhance the quality for the scheme on Market Street, support the existing bus service on Eastbank Street and provide an area for potential enhanced footway area, whilst retaining an important loading bay on King Street, it is necessary to make amendments to previous agreed TRO’s.
Alternative Options Considered and Rejected
The scheme could be delivered as per the initial agreed TRO. This, however, would not produce the additional improvements to public transport infrastructure on Eastbank Street and further discussions would be needed with the LCRCA bus team.
Maintaining the current TRO on Market Street would limit the ability to change the appearance to a fully pedestrianised street. Similarly on King Street the current arrangement would prevent businesses from being able to introduce outdoor seating, subject to a license application.
