Report of the Planning and Economic Development Director

Minutes:

Further to Minute No. 43 of the meeting of the Cabinet held on 10 June 2010, the Cabinet Member considered a report of the Planning and Economic Development Director which provided an update on the submission of a Renewable Energy and Energy Efficiency in Housing (REECH) programme bid to the North West Development Agency, together with details of the proposed structures and procedures for the delivery of the REECH programme.

 

This was a Key Decision and was included in the Council's Forward Plan of Key Decisions.

 

RESOLVED:

 

That the submission of the REECH Programme bid be noted.

Minutes:

Further to Minute No. 241 of the meting held on 17 December 2009 and Minute No. 6 of the meeting of the Cabinet Member - Regeneration held on 9 June 2010, the Cabinet considered a report of the Planning and Economic Development Director which provided an update on the submission of a Renewable Energy and Energy Efficiency in Housing (REECH) programme bid to the North West Development Agency, together with details of the proposed structures and procedures for the delivery of the REECH programme.

 

This was a Key Decision and was included in the Council's Forward Plan of Key Decisions.

 

RESOLVED:   That

 

(1)       the submission of the REECH Programme bid be noted;

 

(2)            approval be given to the establishment of a REECH Steering Group as outlined in paragraph 3 of the report;

 

(3)       the Cabinet Member - Regeneration be appointed as the Chair of the REECH Steering Group; and

 

(4)            subject to the REECH Programme bid being successful and a final offer been made by the Regional Development Agency, a further report be submitted to the Cabinet with a view to accepting that offer, such report to include any financial and operational implications; and

 

(5)            subject to (4) above, approval be given to the inclusion of the REECH Programme in the Capital Programme for 2010/11.

Report of the Planning and Economic Development Director

Minutes:

The Cabinet Member considered the report of the Strategic Director – Communities on the Renewable Energy and Efficiency in Housing Programme (REECH) indicating that the Regional Development Agency (RDA) issued a call for the submission of a sub-regional bid that sought to directly stimulate the market for low carbon and environmental technologies and renewable energies via their application within existing social and low income housing. The report informed that an expression of interest was submitted by Sefton Council in conjunction with other sub-regional authorities on Merseyside and Halton. Whilst the bid was successfully progressed to the concept stage, the RDA informed that the original allocation of £11m ERDF grant for the Merseyside sub-region had been reduced to £8.23m.

 

This item was a key decision and was included on the Council’s Forward Plan of Key Decisions.

 

RESOLVED:

 

That the REECH (Renewable Energy and Energy Efficiency in Housing) report be noted.
