Report of the Head of Highways and Public Protection.

The Committee considered the report of the Head of Highways and Public Protection regarding the request from Mr T McManus to exhibit a feature film described as a comedy spoof “Four Gits and a Guitar” at the Plaza Cinema, Crosby Road North, Waterloo during September 2019. Previously the film had been exhibited in the Liverpool Philharmonic Hall and Liverpool City Council had awarded it a 12A Certificate. The film had never been submitted to the British Board of Film Classification (BBFC) for classification. A synopsis of the film was detailed within the report.

Prior to any decision being taken, it was necessary for Members to view the film in its entirety. The Committee viewed the film immediately before the commencement of the meeting.

The total run time of the film was 114 minutes.

RESOLVED: That

(1) the application to exhibit the film “Four Gits and a Guitar” at the Plaza Cinema, Crosby Road North, Waterloo be approved subject to the condition that no one under the age of 12 years old be permitted to view the film unless accompanied by an adult; and

(2) the film “Four Gits and a Guitar” be granted a certificate of 12A.

Reasons:

The Committee were required to provide a BBFC rating for the feature film “Four Gits and a Guitar” following a request received from Mr T McManus to exhibit the film at the Plaza Cinema, Waterloo. The feature had previously been exhibited at the Liverpool Philharmonic Hall and Liverpool City Council had awarded the film a 12A Certificate.

The Committee considered the classification guidance for the 12/12A rating and felt that the film would not be suitable for children under that age. The Committee felt that a 12A rating should be awarded.
