The Committee considered the report of the Chief Legal and Democratic Officer that sought the views on the Work Programme for 2024/25; the identification of potential topics for scrutiny reviews to be undertaken by informal meetings of the Committee and in particular, relating to a review of the cleansing service and which could also include recycling operations; the identification of any items for pre-scrutiny by the Committee from the Key Decision Forward Plan; and that updated on the Liverpool City Region Combined Authority Overview and Scrutiny Committee.

 

A Member of the Committee suggested that an informal meeting be held to allow Members of the Committee to discuss possible future Work Programme items and informal meeting topics.

 

RESOLVED: That

 

(1)

the Work Programme for 2024/25, as set out in Appendix 1 to the report, be agreed;

(2)

the Democratic Services Officer be requested to organise an informal meeting of the Committee to discuss future Work Programme items and informal meeting topics;

(3)

the reports on Southport Recovery and Disposal of Surplus Council Owned Land/Asset - Management Strategy be deferred to the meeting to be held on 24 June 2025;

(4)

it be noted that consideration had been given to the selection of a topic(s) for review by either a Working Group or at informal meetings of the Committee;  

(5)

(a)

bearing in mind that a review of the Waste Management and Street Cleansing Service is already underway as one of the Corporate Transformation Projects the suggested review of the cleansing service and which could also include recycling operations, as detailed in section 2 of the report, be not proceeded with; and

(b)

the Assistant Director – Operational In-House Services be requested to report progress on the review of the Waste Management and Street Cleansing Service as part of the Cabinet Member – Cleansing and Street Scene reports and the annual update on operational activities delivered via In-House Operational Services.

it be noted that consideration had been given to items for pre-scrutiny from the Key Decision Forward Plan as set out in Appendix 3 to the report, which fall under the remit of the Committee; and

(7)

the update on the Liverpool City Region Combined Authority Overview and Scrutiny Committee be noted.
