Report of the Chief Planning Officer.

The Committee considered the report of the Chief Planning Officer recommending that the above application for a change of use from a dwellinghouse (C3) to a children's home (C2) for up to two children be granted subject to the conditions and for the reasons stated or referred to in the report.

Arising from the discussion members considered the appropriateness of such a development in this particular area, noted the comments of Merseyside Police regarding crime and antisocial behaviour in the area, and referred to observations at the Committee’s site visit on Monday 7 April 2025.

RESOLVED:

That the recommendation be not approved and the application be refused for the reason that the introduction of such a proposal in the area would draw vulnerable children into crime, detrimental to the quality of life of existing residents in the locality, and would have a detrimental effect on community cohesion and resilience in the area, contrary to paragraph 135(f) of the National Planning Policy Framework.
