Declarations of Interest Members are requested at a meeting where a disclosable pecuniary interest or personal interest arises, which is not already included in their Register of Members' Interests, todeclare any interests that relate to an item on the agenda.
Where a Member discloses a Disclosable Pecuniary Interest, he/she must withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest, except where he/she is permitted to remain as a result of a grant of a dispensation.
Where a Member discloses a personal interest he/she must seek advice from the Monitoring Officer or staff member representing the Monitoring Officer to determine whether the Member should withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest or whether the Member can remain in the meeting or remain in the meeting and vote on the relevant decision.

Coast and Visitor Areas Public Space Protection Order (PSPO) Report of the Head of Operational In-House Services
This initial/ interim report, published during the consultation period, will be followed up by a supplementary agenda item on the day of the Licensing and Regulatory (Urgent Referrals) meeting - once the consultation period has finished and remaining sections can be completed accordingly. Minutes: The Committee considered the joint report of the Head of Operational In-House Services and the Head of Communities relating to a draft Public Spaces Protection Order – Coast and Visitor Areas (PSPO) under the Anti-Social Behaviour Crime and Policing Act 2014.
The report provided information concerning Coast and Visitor Area behaviours and an overview of the public consultation on proposed additional measures through a proposed new Public Space Protection Order (PSPO).
Mr. Mark Shaw, Green Sefton Service Manager, and Ms Rachel Northover, Green Sefton Team Leader – Community and Resource, presented the report and answered questions thereon.
Members of the Committee requested and agreed that an additional restriction be added in response to the consultation to cover damage, destruction and vandalism of life saving equipment (including life rings, life belts and defibrillator equipment etc) and associated safety and PSPO signage.
