That Councillor Doyle be appointed Chair for this and subsequent meetings relating to recruitment to the posts of (1) Executive Director Children’s Social Care and Education and (2) Head of Service Quality Assurance, Performance and Safeguarding.

To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs1 & 2 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

Recruitment to the post of Executive Director Children's Social Care and Education and Head of Service Quality Assurance, Performance and Safeguarding

Report of the Chief Personnel Officer

Minutes:

The Committee considered the report of the Chief Personnel Officer relating to recruitment to the posts of (1) Executive Director Children's Social Care and Education and (2) Head of Service Quality Assurance, Performance and Safeguarding.

 

The report updated Members on the recruitment process so far, the process for completion of the appointment to the post of Executive Director Children’s Social Care and Education and the recommended shortlist of candidates for progression to the next stage of the selection process for that post.

 

The report also advised of proposed arrangements for the recruitment of a Head of Quality Assurance, Performance and Safeguarding.

 

RESOLVED:  That

 

1.

in respect of the post of Executive Director Children's Social Care and Education:

 

1.1

the applications and recommended shortlist of candidates be approved for progression to the Technical Interview stage, to be conducted by the consultant – Gatenby Sanderson; the Chair of the Sefton Improvement Board and a highly respected former Director of Children’s Services;

 

1.2

the Chief Executive and the Chief Personnel Officer be authorised to conduct an initial sift in consultation with the Chair of the Employment Procedure Committee (EPC) following the Technical Interviews, which will enable candidates to be taken forward to the next stages of the recruitment process, which includes  the Stakeholder Panel, the One Council interviews, the Head Teachers’ Panel, the Children’s Panel and then the final EPC process;

 

1.3

Following 1.2 above, the Chief Executive and the Chief Personnel Officer be authorised to conduct a further sift in consultation with the Chair of the EPC, which will be prior to the formal interviews with the Employment Procedure Committee on 9 December 2021;

 

1.4

it be noted that the post of Executive Director Children's Social Care and Education is graded at Senior Management Hay Grade 1 at a salary of £119.952 per annum, with provision for a market supplement as dictated within the Council’s pay policy the matters concerning terms and conditions being matters delegated to the Chief Personnel Officer , Chief Executive and the Chair. Gatenby Sanderson will provide appropriate advice;

 

1.5

it be noted that the job advertisement, detailed at Appendix 1 to the report had been placed in appropriate recruitment media as advised by consultant - Gatenby Sanderson, including appropriate Social Media such as the Council’s twitter feed, Facebook and Linked In;

 

1.6

the job description and person specification set out at Appendix 1 to the report be noted;

 

1.7

the full recruitment timetable and process for the post as set out at Appendix 2 to the report be noted;

in respect of the post of Head of Quality Assurance, Performance and Safeguarding:

 

2.1

the process for recruitment to the post as outlined by the Chief Personnel Officer be approved;
