That Councillor Doyle be appointed Chair of this and subsequent meetings of the Employment Procedure Committee relating to recruitment to the post of Executive – Children’s Social Care and Education.

That the minutes of the meeting held on 19 April 2023 be approved as a correct record.

Exclusion of Press and Public

To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs1 and 2 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

Recruitment to the post of Executive Director of Children's Social Care and Education

Report of the Chief Personnel Officer

Minutes:

The Committee considered the report of the Chief Personnel Officer relating to recruitment to the post of Executive Director Children’s Social Care and Education.

 

The report provided an update on the recruitment process so far, advised of the process for completion of the appointment of a new Executive Director of Children’s Social Care and Education for Sefton Council and requested that Members consider the shortlist of candidates.

 

RESOLVED: That

 

(1)

the longlist of candidates recommended for progression to the next stage of the selection process detailed in Annex 3 to the report be approved;

 

(2)

the technical interviews be carried out by Luke Judd from recruitment consultants, Starfish Search and Linda Clegg OBE - LGA Children’s Advisor and following the technical interviews Luke Judd will provide feedback to the Chief Personnel Officer and the Chief Executive Designate;

 

(3)

the Chair of the Employment Procedure Committee will be consulted by the Chief Personnel Officer and a shortlist of applicants will be agreed for progression to the next stage of the recruitment process – the Candidate Assessments.

 

(4)

the job advertisement for the post set out at Annex 1 to the report be noted;

 

(5)

the job description and person specification for the post set out at Annex 2 to the report be noted;

 

(6)

it be noted that the post was advertised in the Municipal Journal (print and on-line edition) and associated media, the Guardian on-line, social media outlets, the Council’s website and Jobs go Public;

 

(7)

the timetable for the remainder of the process set out at Annex 4 to the report be noted;

 

(8)

the CV and supporting letter of candidates graded A and C by Starfish set out in Annex 5 to the report be noted; and

 

(9)

it be noted that the post of Executive Director of Children’s Social Care and Education is graded at a salary of £123,677 per annum (Senior Management Hay 1) and has provision for a market supplement as dictated within the Council’s pay policy.
