Appointment of Chair

To appoint a Chair of this meeting and subsequent meetings of the Employment Procedure Committee, in relation to recruitment to the post of Chief Planning Officer

 

Minutes:

RESOLVED:

 

That Councillor Veidman be appointed Chair of this Committee in respect of recruitment to the post of Chief Planning Officer.

 

 

2.

Apologies for Absence

Minutes:

Apologies for absence were received from Councillor Pugh.

 

3.

Declarations of Interest

Members are requested at a meeting where a disclosable pecuniary interest or personal interest arises, which is not already included in their Register of Members' Interests, todeclare any interests that relate to an item on the agenda.

 

Where a Member discloses a Disclosable Pecuniary Interest, he/she must withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest, except where he/she is permitted to remain as a result of a grant of a dispensation.

 

Where a Member discloses a personal interest he/she must seek advice from the Monitoring Officer or staff member representing the Monitoring Officer to determine whether the Member should withdraw from the meeting room, including from the public gallery, during the whole consideration of any item of business in which he/she has an interest or whether the Member can remain in the meeting or remain in the meeting and vote on the relevant decision.

That the Minutes of the meeting held on 25 April 2019 be confirmed as a correct record.

 

5.

Exclusion of Press and Public

To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs1 & 2 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item(s) of business on the grounds that it/they would involve(s) the likely disclosure of exempt information as defined in paragraphs 1 & 2 of Part 1 of Schedule 12A to the Act. 6.

Recruitment to Chief Planning Officer

Report of the Chief Personnel Officer

Minutes:

The Committee considered the report of the Chief Personnel Officer providing an update on the recruitment process so far, advising of the process for completion of the appointment of Chief Planning Officer and asking Members to consider the shortlist of candidates.

 

RESOLVED: That

 

(1)

five of the candidates selected from the recommended shortlist of candidates for progression to technical interview stage for the post of Chief Planning Officer, be approved;

 

(2)

the Head of Economic Growth and Housing be authorised to conduct an initial sift following technical interviews in consultation with the Chair, for progression to formal interview;

 

(3)

the job description and person specification for the post as set out in Annex 4 to the report be noted;

 

(4)

it be noted that the post of Chief Planning Officer is graded at a salary of £75,092 (Senior Management Hay 4) and that the post has a provision for a market supplement as dictated within the Council’s pay policy;

 

(5)

it be noted that a copy of the job advertisement, attached as Annex 1 to the report, had been placed in The Planner (on-line only), Place North West and LancsLive, Sefton website along with appropriate Social Media such as the Council’s twitter feed, Facebook and Linkedin; and

 

(6)

the full recruitment timetable and process as set out at Annex 5 to the report, be noted.
