Report of the Strategic Director - Children, Schools and Families

Minutes:

Further to Minute No. 116 of 23 March 2010, the Cabinet Member considered the report of the Strategic Director - Children, Schools and Families on the above.  The report indicated that no representations on the proposal were received during the statutory six week period after publication, which ended on 27 May 2010.  However, the headteacher, Mrs. M. Wise and one of the governors, Mrs. B. Lane, presented a detailed document objecting to the proposed closure.

 

This was a key decision and was currently included on the Council’s Forward Plan of Key Decisions.

 

RESOLVED:  That

 

(1)       the representations by the school representatives be noted; and

 

(2)       the proposal to close St. George of England High School with effect from 31 August 2013, be approved.

Minutes:

The Cabinet Member considered the report of the Strategic Director - Children, Schools and Families on the proposed redesignation of the caretaker’s house at Churchtown Primary School from a domestic dwelling to part of the school building.

 

RESOLVED:

 

That, subject to the necessary planning consent, the proposed redesignation of the caretaker’s house be approved.

Final Youth Capital Fund - Proposed Schemes 2010-11 pdf icon PDF 79 KB

Report of the Strategic Director - Children, Schools and Families

Minutes:

The Cabinet Member considered the report of the Strategic Director - Children, Schools and Families on proposed schemes at an estimated cost of £39,391 to be funded from the first quarter of the Youth Capital Fund in 2010/11.  Confirmation had been received that additional funding would be available for the second quarter of the financial year.

 

RESOLVED:  That

 

(1)       the proposed schemes set out in the report be approved;

 

(2)       the initial funding for the first quarter of 2010/11 be referred to the Cabinet for inclusion in the Children, Schools and Families Capital programme 2010/11; and

 

(3)       any additional funding received be referred to the Cabinet at the appropriate time for inclusion in the Children, Schools and Families Capital Programme 2010/11.

Report of the Strategic Director - Children, Schools and Families

Minutes:

The Cabinet Member considered the report of the Strategic Director - Children, Schools and Families indicating that the Council would only receive funding for the first quarter of 2010/11 (£43,275) and that decisions on the availability of the remaining funding would be made in due course.  The report detailed two bids totalling £14,407.49 which had been agreed by the Youth Opportunity Fund Panel.

 

RESOLVED:  That

 

(1)       the expenditure of £14,407.49 from the Youth Opportunity Fund in respect of the Gordie Girls Group, Gordon Youth Centre, Netherton and the Crosby Youth Centre, be approved; and

 

(2)       further reports on proposed spend from the Youth Opportunity Fund in 2010/11 be submitted as necessary.

To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

Transformation Programme Update - Management Structure - Children's Social Care Division (Children, Schools and Families)

Report of the Strategic Director - Children, Schools and Families

Minutes:

Further to Minute No. 16 of 22 June 2010, the Cabinet Member considered the report of the Strategic Director - Children, Schools and Families seeking endorsement of the management structure of the Children’s Social Care Division of his Directorate.

 

RESOLVED:  That

 

(1)       the proposals set out in the report to establish a revised management Structure of the Children’s Social Care Division (as referred to in paragraphs 9 and 10 and as detailed at Annex 2 to the report), be approved;

 

(2)       the appointment procedures as set out in paragraph 14 of the report, be approved;

 

(3)       it be noted that the changes to the Management Structure will assist in contributing to savings over the period of the Strategic Budget Review; and

 

(4)       it be noted that, in accordance with the Responsibility for Functions provided in the Council’s Constitution, the personnel implications described in the report have been approved by the Interim Head of Corporate Personnel, in consultation with the Strategic Director - Children, Schools and Families.
