That the Minutes of the meeting held on 27 March 2014 be confirmed as a correct record.

 

4.

Calculation of Holiday Pay pdf icon PDF 121 KB

Report of the Head of Corporate Personnel

Minutes:

The Committee considered the report of the Head of Corporate Personnel, which advised of the recent legislation surrounding the calculation of holiday pay. The report also made recommendations as to the way forward to ensure compliance with the legislation.

 

RESOLVED:

 

That the amendments to holiday pay for individuals in receipt of ‘sleep in payments’, standby payments and / or emergency call out payments be implemented as detailed at paragraph 47 of the report.

 

5.

Implementation of Change in National Pay Scales pdf icon PDF 121 KB

Report of the Head of Corporate Personnel

Minutes:

The Committee considered the report of the Head of Corporate Personnel, which advised of a change in the current pay structure facilitated by a change in national pay scales.

 

RESOLVED:

 

The adoption of a new spinal column point 6 replacing the current spinal column point 5, as detailed within the report, be approved.

 

 

6.

Exclusion of the Press and Public

To consider passing the following resolution:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item(s) of business on the grounds that it involves the likely disclosure of exempt information as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A to the Act.  The Public Interest Test has been applied and favours exclusion of the information from the Press and Public.

RESOLVED:

 

That, under Section 100A(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they would involve the likely disclosure of exempt information as defined in paragraphs 1 and 2 of Part 1 of Schedule 12A to the Act. The Public Interest Test has been applied and favours exclusion of the information from the press and public.

 

7.

Approval of Severance Payments

Report of the Head of Corporate Personnel

Minutes:

The Committee considered the report of the Head of Corporate Personnel, which sought approval for the severance payments of  two senior officers.

 

The Head of Corporate Personnel confirmed that a refusal to approve the severance payments, which were in line with Council policies, could result in litigation.

 

RESOLVED: That

 

(1)          The two severance payments in accordance with the employee’s contractual entitlements, detailed within the report, be approved; and

 

(2)          In accordance with Rule 93 of the Council and Committee Procedure Rules of the Constitution, the dissent of Councillor Shaw, from the decision set out above, be recorded.
