Election of Chair

To elect the Chair for the Joint Meeting

It was moved by Councillor Murphy, seconded by Councillor Thomas and

 

RESOLVED:

 

That Councillor Doyle be elected Chair for the Joint Meeting of the Overview and Scrutiny Committee (Adult Social Care and Health) and the Overview and Scrutiny Committee (Children’s Services and Safeguarding).

Apologies for Absence

Minutes:

Apologies for absence were received from Councillor Keith; Mr. S. Harrison, Diocese Representative; Ms. C. McDonough, Parent Governor Representative; and Councillor J.J. Kelly, Cabinet Member – Children, Schools and Safeguarding).

Declarations of Interest

Members are requested at a meeting where a disclosable pecuniary interest or personal interest arises, which is not already included in their Register of Members' Interests, todeclare any interests that relate to an item on the agenda.

 

Where a Member discloses a Disclosable Pecuniary Interest, he/she must withdraw from the meeting room by switching their camera and microphone off during the whole consideration of any item of business in which he/she has an interest, except where he/she is permitted to remain as a result of a grant of a dispensation.

 

Where a Member discloses a personal interest he/she must seek advice from the Monitoring Officer or staff member representing the Monitoring Officer, by 12 Noon the day before the meeting, to determine whether the Member should withdraw from the meeting during the whole consideration of any item of business in which he/she has an interest or whether the Member can remain in the meeting or remain in the meeting and vote on the relevant decision.

The Committee considered information and a presentation on the Shaping Care Together Programme. The briefing report indicated that health leaders in Southport, Formby and West Lancashire were inviting people to share their views and experiences of local healthcare by getting involved with Shaping Care Together, a programme of work designed to improve hospital services. Shaping Care Together was led by NHS Southport and Formby Clinical Commissioning Group (CCG); NHS West Lancashire CCG and Southport and Ormskirk Hospital NHS Trust, and was the first stage of a process to understand patient experience and views before any proposals to solve the challenges faced were considered. On 11 January 2021, a listening (engagement) exercise was launched to gather the views of patients, staff, the public and stakeholders about what currently worked well at Southport and Ormskirk hospitals as well as in primary and community healthcare services. The briefing paper provided an overview of Shaping Care Together for consideration by the Committee.

 

A Stakeholder Briefing dated December 2020, together with a letter dated 11 January 2021 from the organisations concerned, were also submitted for consideration.

 

Trish Armstrong-Child, Chief Executive, Southport and Ormskirk Hospital NHS Trust, gave a presentation that outlined the following:

·       Our demographics

·       Challenges we face

·       Areas of focus

·       Our journey

·       Listening to our stakeholders

·       Get involved

 

Dr. Terry Hankin, Medical Director, Southport and Ormskirk Hospital NHS Trust; Anna Collins, Strategic Lead, Communication and Engagement; and Fiona Taylor, Chief Officer, NHS South Sefton CCG and NHS Southport and Formby CCG; were in attendance to respond to questions put by Members of the Committee.

 

Members of the Joint Committee asked questions/raised issues on the following:

 

·       How former NHS staff at the Trust could return to practice.

·       The current lack of integration between hospital services and community care services and the need to join health and social care together to improve care for residents.

·       The apparent limited success in recent years in reforming the NHS and care services. Integration would now be imposed on service users.

·       Staffing issues at the Trust and in the NHS in general.

·       The process involved in analysing data and information received during the current engagement exercise.

·       Methods of engagement with the public, including community and focus groups, together with difficulties in reaching the working population.

·       Assurances regarding both the timing and ability of the engagement process to reach out to all necessary groups during the current Covid-19 pandemic.

·       The timing; geographical extent; and feedback of the review of the engagement exercise.

·       A preference for Committee Members to receive feedback and a review of the engagement exercise from the Trust, prior to options being considered.

 

RESOLVED: That

 

(1)      the information provided, together with the presentation on the Shaping Care Together Programme, be noted; and
