The minutes of the previous meeting were approved.

Enterprise Arcade - draft business case

Minutes:

Enterprise Arcade – Draft Business Case.

 

A copy of the draft Business Case was sent out in advance of the meeting to the Board. A Treasury Green Book compliant Business Case needs to be submitted for each project seeking to draw down, Town Deal funding. This needs to be submitted by the end of March 2022 to meet the terms of the Town Deal funding agreement.

 

Keith Molloy gave a presentation to support the Enterprise Arcade Business Case circulated covering:

 

·       Previous approvals and cabinet consideration of design development and delivery in October 2021, including operational model and lease route.

·       Business Case is agreed and option 6 in the Design Feasibility is progressed to deliver Phase 1 of the Enterprise Arcade.

·       Delegated authority to Executive Directors ( Corporate Resources and Place ) to submit the summary business cases to Government

·       Core project objectives

·       Project Development Design/Costing and Operating Model

·       Feasibility Study Options

·       Floor Plans Phase 1

·       Operating Model and Lease

·       Stakeholder involvement

·       Strategic, Economic, Financial, Commercial , Management Cases

·       Outline Delivery Programme

·       As discussed at December Board, a Project Summary Business Case document is required by government will be signed off by finance director (S151officer), Chief Executive and the Town Deal Board - the Chair is signatory and the Board are advisory to that.  Deadline for submissions is 24th March 2022.

·       The Business Case underpins the summary document.

·       Council process to approve Business Cases is in place including Cabinet and Council approval process, as part of the assurance process.  

·       Role of Board to provide strategic direction and leadership on project submission.

 

Questions from the Board

 

Q : Will level access be possible into building?

A:   Project will open up access onto Cambridge Walks

 

Q: Is Enterprise Store out of programme?

A: Still going to explore this and part of vision.

 

Q: Is 5% contingency sufficient to take account of cost increases?

A: 5% contingency provision and fixed price contract being explored – but current market issue being considered.

 

ML design allows for ecosystem and flow in building as well as opportunity to develop and grow with businesses.  Good starting size. Social impacts also to be shown in business case.  

 

Q: Will Operator contribute to input?

A Yes tender will look at viability and operational business case – how you manage and support growth key.  Council will develop detailed design with operator to ensure objectives achieved and wider benefits realised.

 

Town Deal Board agreed to the support Enterprise Arcade Business Case for submission.

 

5.

Les Transformations de Southport - update

Les Transformations de Southport

 

SW updated the Board following discussion at the last Board meeting in this project and first phase of which is seeking Town Deal funding. Detailed business case in development and consultation about to start and run into March .  Findings will form part of Business case justification.

 

The Town Deal allocation for this project would fund Phase 1 of a larger, phased programme – phases of which would follow, further to securing funding for these phases to be developed and linking to the Town Deal delivery programme.

       Wayfinding strategy

       Delivered through Town Fund allocation (£2.5m)

·       Southport Access for Everyone involved and proposals positive and impactful in terms of access.

·       Very important Town Deal Board support this project and logic of approach – strategic approach to consolidate investment

·       No either/ or whole programme still a direction of travel  - Part of consultation process will be to assess this .
