Members are requested at a meeting where a disclosable pecuniary interest or personal interest arises, which is not already included in their Register of Members' Interests, todeclare any interests that relate to an item on the agenda.

 

Where a Member discloses a Disclosable Pecuniary Interest, he/she must withdraw from the meeting by switching their camera and microphone off during the whole consideration of any item of business in which he/she has an interest, except where he/she is permitted to remain as a result of a grant of a dispensation.

Report of the Chief Planning Officer

Minutes:

The Committee considered the report of the Chief Planning Officer recommending that the above application for the erection of a detached two storey (plus attic floor) dwellinghouse be granted subject to the conditions and for the reasons stated or referred to in the report.

 

Prior to consideration of the application, the Committee received a petition on behalf of objectors against the proposed development and a response by the applicant’s agent.

 

Arising from the petition, members discussed in detail the distances between windows of the proposed property and the adjacent existing property on The Evergreens and members felt that the position regarding these interface distances needed to be clarified.

 

RESOLVED:

 

That consideration of the application be deferred to enable the Chief Planning Officer to investigate and clarify the position regarding a facing study window on the adjoining property and distance between that window and the front of proposed dwelling.

Minutes:

The Committee considered the report of the Chief Planning Officer recommending that the above application for the change of use from dwellinghouse (C3(a)) to a supported living accommodation for a maximum of three young people aged 16-18, with one carer, who will stay overnight, working on a rota basis (C2) be granted subject to the conditions and for the reasons stated or referred to in the report.

 

Prior to consideration of the application, the Committee received a petition on behalf of objectors against the proposed development and a response by the applicant’s agent.

 

Councillor Lappin, as Ward Councillor, made representations on behalf of objectors against the proposed development.

 

RESOLVED:

 

That the recommendation be approved and the application be granted subject to the conditions and for the reasons stated or referred to in the report subject to condition 4 being amended to remove the requirement for cycle parking at the front of property and to the applicant entering into a unilateral undertaking to only accommodate Sefton children.

Minutes:

The Committee considered the report of the Chief Planning Officer recommending that the above application for the erection of 53 dwellinghouses, 4 two storey blocks of 4 apartments and 1 three storey block of 6 apartments including new access, car parking, landscaping and associated site works following the demolition of the existing buildingsbe granted subject to the conditions and for the reasons stated or referred to in the report.

 

Councillor McKinley, as Ward Councillor, made representations on behalf of objectors against the proposed development and a response was given by the applicant’s agent.

 

The Chief Planning Officer also reported that a local resident had submitted additional objections to those already reported in the agenda and late representations, and gave details of those objections.

 

RESOLVED:

 

That the recommendation be approved and the application be granted subject to the conditions and for the reasons stated or referred to in the report and in Late Representations and subject to the completion of a Section 106 legal agreement.

Minutes:

The Chair reported on the recent illness of Councillor David Irving which had caused him to have to withdraw from the Committee and he paid tribute to the excellent services of Councillor Irving during his time serving on the Committee.
