Decision:
That;
(1) the making of a Traffic Regulation Order which prohibits the use of Edgemoor Drive at its junction with Moor Lane by through vehicular traffic be approved;
(2) the necessary legal procedures be approved in order to advertise the Council’s intention to implement the prohibition Order; and

(3) Officers be authorised to continue to investigate measures to address the implications and impact of the closure on Moor Lane, Quarry Road, Edge Lane and The Crescent within the Thornton Corridor. |
Reason for the Decision:
Following a trial road closure on Monday 29 January 2018, a public consultation exercise was undertaken from 17th March 2018 till 13th April 2018. The results of that consultation show that a majority of respondents are in favour of retaining the closure and traffic monitoring has shown that there has been a balance of positive and negative impacts on local traffic.
The Council has the power to make Traffic Regulation Orders under Section 1 of the Road Traffic Regulation Act 1984 as described above.
With reference to Section 1, Sub-Section1 (a), (d) and (f) of the Road Traffic Regulation Act 1984 listed above, the Thornton Corridor, Edgemoor Drive Volume 1 Summary and Recommendations Report June 2018, provides evidence in support of the use of the above clauses. Respondents to the consultation cited that they had experienced improvements in safety, reductions in speeding, improved road safety, reduced air pollution and reduced noise pollution, during the trial closure. The traffic monitoring confirmed that there had been a marked reduction in the amount of traffic entering and exiting the Estate as a whole.
The further work needed to address the implications and impact of the prohibition of driving at the junction of Edgemoor Drive and Moor Lane will be the subject of future briefings to Cabinet Member Locality Services and updates for the public via the Councils website.
Alternative Options Considered and Rejected:
Extensive consideration which involved a great deal of detailed discussion and deliberation by Cabinet Member, Ward Councillors and officers was given to reopening the road to through traffic but it was considered detrimental to those living in the Thornton Estate and not in line with the results of the monitoring and consultation.
