Sefton Home Energy Conservation Act (HECA) Plan

Approval of the HECA plan to be published to the public via Sefton’s internet.  This report is required to include ambitious targets, strategies, and delivery options for Green Deal, the Energy Company Obligation and financial incentive schemes for household energy saving and generation.  The decision will require approving timeframes, target nature (e.g. fuel poverty, CO2, energy efficiency improvements or installed renewables), target ambition and proposed delivery strategy and the tactics to be employed.  The plan itself will infer no direct financial commitment from Sefton.
