The report seeks;
1. Approval to proceed with a “Restricted Procedure”
tender exercise to replace Housing Related Support Contracts that
are due to expire on 31 December 2014.
2. Approval for the basis on which Tenders will be evaluated.
3. Authorisation for the Director of Adult Social Care and the
Director of Built Environment to accept the highest scoring tender
in accordance with the approved basis of evaluation and to report
on the outcome to the Cabinet Member for Older People and Health
and the Cabinet Member for Communities and Environment.

Consultation process
A consultation plan drafted by the Head of Commissioning and Partnerships was agreed by the consultation panel 21 October 2011.
A range of communication mediums were used including events, questionnaires, telephone surveys, written communication and posters.
A public consultation took place between 21 October 2011 and 16 January 2012.
Consultation Meetings took place on 2nd and 3rd July 2012 with the four groups of Providers and engagement has continued through the Homelessness and Housing Related Support Provider Forum. The latest meeting was held on 15 July 2014 and Providers have already begun to provide employee information to enable the Council to calculate potential TUPE liability for the new contracts.
Officers attended awareness sessions/forums for Equal Voice, ABILITY, People First, The Health & Social Care Forum, The Parenting Board and The Learning Disabilities Partnership events.
Over 120 current and past service users took part in a consultation exercise that informed the housing strategy from which this procurement is a key action. A series of interviews were held at a variety of locations throughout the borough including at services that offer community-based support as well as accommodation-based support. A workshop was also held with stakeholders to capture their ideas and opinions.

Discussions were held at the Supporting People Governance Group meetings held inMarch and May]. These meetings were attended by Council Officers, the
Chairperson of the Supporting People Provider Forum and the Chairpersonsof the three Provider Forum sub-groups. (Minutes are available at

Consultees
